    Abstract: Contaminated oily soil is used as a component in a cold mix asphaltic concrete. The soil is mixed with asphalt roof cuttings containing fibers and mineral aggregate to form a mixture. This mixture is coated with a cold mix emulsion to form an asphaltic concrete. The hydrocarbons do not leach from the set concrete.
