Patent number: 11234158Abstract: A method is provided in one example embodiment and may include receiving congestion information for an environment in which a user equipment (UE) is operating; receiving a first request to deliver content to the UE; determining that the environment in which the UE is operating is experiencing congestion based, at least in part, on the congestion information; determining a re-try interval based, at least in part, on the congestion information; and deferring delivery of the content to the UE until the re-try interval has expired. In one example embodiment, the method can include provisioning one or more policy rules for a service data flow associated with the content and communicating the indication indicating that delivery of the content has been deferred to a charging system to set charging information for at least one of a user associated with the UE or a provider of the content.Type: GrantFiled: November 13, 2018Date of Patent: January 25, 2022Assignee: Cisco Technology, Inc.Inventors: Konstantin Livanos, John M. Graybeal, Sebastian Speicher

Patent number: 9081078Abstract: In providing a wireless location communication service including a location based service to a user of a mobile device, the mobile device sends information concerning a location of the device relative to a given position in a wireless communication system. The given position may be that of a base station in the system. First information concerning a location of the base station (e.g, GPS information) is communicated to the mobile device, e.g., via broadcast. The mobile device determines second information concerning its location, e.g., based on signals from GPS satellites received thereby. The mobile device then generates relative location information based at least on the first and second information.Type: GrantFiled: February 2, 2010Date of Patent: July 14, 2015Assignee: Alcatel LucentInventors: John M. Graybeal, Amit Mukhopadhyay, Susan Wu Sanders, Carl Francis Weaver

Publication number: 20090124235Abstract: An exemplary method of confirming authorized use of a microcell base station includes determining that the microcell base station has made a connection with a mobile station. A determination is made whether the mobile station subsequently establishes a connection with a selected macrocell base station. Whether the mobile station successfully makes the connection with the selected macrocell base station is used as an indication of authorized use of the microcell base station.Type: ApplicationFiled: November 13, 2007Publication date: May 14, 2009Inventors: Peter Bosch, Hubert Rae McLellan, Paul A. Polakos, Louis G. Samuel, Holger Claussen, John M. Graybeal

Patent number: 5533512Abstract: Concomitant measurement of EtCO.sub.2, EtN.sub.2 and (FiO.sub.2 -FeO.sub.2) concentrations are used to detect a VAE. In a respiratory gas monitoring system, continuous measurements of end-tidal carbon dioxide, end-tidal nitrogen and the difference between inspired and expired oxygen concentrations are averaged using a predetermined time period and stored as historical data. Periodically, a present value of each of these concentrations is compared to its respective historical average for a predetermined time period. If the following conditions are met, the device signals the presence of a venous air embolism: 1) a decrease in the EtCO.sub.2 concentration of 1.5 mm Hg; 2) an increase in the FeN.sub.2 concentration of 0.03 vol %; and 3) a decrease in the difference between the inspired oxygen concentration and the expired oxygen concentration of 0.20 vol %.Type: GrantFiled: March 18, 1994Date of Patent: July 9, 1996Assignee: Ohmeda Inc.Inventors: Mark A. Novotny, Thomas A. Boone, Jeffrey D. Geisler, Garfield B. Russell, John M. Graybeal
