The larger outside diameter of the filter element expands the surface area of filter medium presented to fuel entering the filter cartridge. Positioning the outside diameter of the filter element near the inside surface of the cartridge housing promotes an axial fuel flow pattern across the outside surface of the filter media. This flow pattern is believed to sweep water from the surface of the filter media toward the sump of the cartridge. More particularly, a groove is notched on the outside of the strap into which bonding compound is injected for bonding the screen mounting surface to the video cube. In addition to eliminating edge reflections, the new strap design also provides a clearer bond, without voids and cutting debris trapped between the side strap and clear screen mounting surface. A pair of O-rings 54, 56 are located in the O-ring grooves 46, 48 and seal against the inner surface of the rotary component 42.
