The local authority provides authorization to operate. The gaming device is then activated to operate in a mode complying with local rules and regulations. Authorization to operate may comprise an activation code causing the gaming device to operate in a particular mode, or executable code causing the gaming device to operate as required by governing rules and regulations where the gaming device is located.

The intelligent metering system includes an inductive pickup winding associated with the electromechanical meter. An amplifier is coupled to the inductive pickup winding to boost a signal detected from the inductive pickup winding when electromechanical meter is actuated. A pulse detector, coupled to the amplifier, detects pulses, false triggerings and filters out EMF spikes. A microprocessor is coupled to the pulse detector for counting the pulses detected by the pulse detector and for storing meter data related to the counted pulses in a memory device. Side-by-side yarns are held together by stitching to form a coherent tape which is then fed to a connection zone where the tape is formed into a V and the base of the V is welded into a channel on a carrier. After welding, the top ends of the V-shaped tape are cut off to form a pile.
