A connecting portion of a collar is connected to the first end segment of the cable, and a flexible portion of the collar extends away from the connecting segment to a distal end. A lock is fixed to the collar. The flexible portion of the collar is movable relative to the flexible cable from an open position to a closed position to open and close the collar. The lock can lock the collar in the closed position around an object.
