As a result, this allows firmly fixing together the spindle and the lock member during ordinary use without adversely affecting usability, and, upon vehicle collision or the like, the EA load is not affected through breaking of the pin at the smaller load.

The retractor 1 for a seat belt has a rotation restraining mechanism 300 for restraining rotation of the bobbin 3 when the bobbin 3 has been rotated by a predetermined angle in the direction in which the webbing 50 is drawn out to correspond to torsion of the torsion bar 200A.

At the time of vehicle collision, a piston 6 slidably received in the cylinder 5 is driven by the explosion pressure derived from explosion of an explosive filled in both the gas generators 8 and 9, whereby a webbing winding shaft is rotated in such a direction that the loosened state of a seat belt can be eliminated.
