The satellite communication system of an embodiment includes a first communication device, a second communication device, and a slave station. The first communication device receives emergency information about disaster and transmits gate closing control data for issuing a command for closing a gate related to the disaster via a satellite. The second communication device is installed in a place geographically separated from the first communication device and receives emergency information about disaster and transmits gate closing control data for issuing an commands for closing a gate related to the disaster via a satellite. The slave station controls opening-closing of the gate on the basis of the gate closing control data received from the first communication device or the second communication device.
