The support panel is deployable from a folded and packed condition to a freestanding condition, and is re-foldable to a packed condition. In the freestanding condition at least one expandable wire coil is operatively attached to the support panel to form the barrier. The expandable wire coil may be made of barbed wire, razor wire, or concertina wire. The support panel includes a diagonal brace and may include a generally horizontal brace. Retention cable may be strung through the wire coil to retain the wire coil to the support panel. The barrier may be provided as a deployment kit including the barrier materials in a packed condition.
