When substitute components are mounted in place of one type of components at the mounting positions on the substrate PB, a component mounting device 4 creates substitute component related data including information specifying the substrate PB on which substitute components are mounted and the mounting positions at which the substitute components on the substrate PB are mounted and information indicating the types of substitute components and transmits the substitute component related data to the post-mounting inspection device.
