Abstract: An apparatus including a vertical member; a top plate rotatably mounted to the vertical member; and a bowl connected to the top plate so that the bowl rotates with respect to the vertical member when the top plate rotates. The top plate has at least a first section which can be placed in a first state in which the first section covers the majority of an opening at the top of the bowl, and in a second state in which the first section does not cover the majority of the opening at the top of the bowl; and wherein the bowl is configured to retainer water. The apparatus typically includes a heater connected to the bowl, powered to provide heat to the bowl to heat water in the bowl. The apparatus may further include a tube surrounding the top plate except for a gap at a location adjacent the bowl.
