The second network device may perform operations that include receive a data flow directed to the first network device, obtain a circuit preference for the second network device, based on the circuit preference, provision a first tunnel using the third circuit to the first network device as a primary tunnel and provision a second tunnel using the fourth circuit to the first network device as a secondary tunnel. The operations may also include, detect an interruption in the data flow of the primary tunnel, and transmit a second packet in the data flow over the secondary tunnel.
