    Abstract: A system for determining whether to request additional telephone number resources for a telecommunications carrier. The system includes a first database operated by a telecommunications carrier and configured to store data indicative of telephone number usage and ENUM usage of telephone numbers assigned to the telecommunications carrier. The system further includes a computing device in communication with a multiple databases via a network, the multiple databases may contain telephone number usage information associated with multiple telecommunications carriers. The computing device executes software to query the first and multiple databases to retrieve information associated with the telecommunications carrier (i) to determine current utilization of telephone numbers of a rate center and (ii) to determine months to exhaust of telephone numbers and automatically generate a report utilizing the current utilization and months to exhaust in response to determining the current utilization and months to exhaust.

A data processing system receives an order for the VOIP service and information about virtual inventory. The data processing system may create a provisioning command including provisioning information for provisioning a telecommunication line according to the order and send the provisioning command to a provisioning system, create a porting command including porting information for porting the phone number in the order if porting a phone number and send the porting command to a porting system, create a registration command including user information for registering a user and send the registration command to a web portal, create a setup command including the user information for creating an account for the user and send the setup command to a customer management system. The data processing system may then complete the order for the VOIP service.

In one embodiment, the method includes providing a service-order-entry (SOE) system associated with a set of legacy components, the SOE system being operable to receive a first type of customer order that is associated with providing services via a telecommunications network, the telecommunications network not including a cable television (CATV) network; supplementing the SOE system with a secondary order-reception system operable to receive a second type of customer order that is associated with providing telephony services over a CATV network and further operable to receive the second type of customer order without substantially modifying the legacy components; receiving the second type of customer order; and fulfilling the second type of customer order without substantially modifying the legacy components.
