    Abstract: The invention relates to a method for activating at least one inactive cell in a wireless telecommunications infrastructure. The telecommunications infrastructure comprises an active cell containing a plurality of terminals. A presence signal is transmitted in the at least one inactive cell. The plurality of terminals in the active cell detect the presence signal(s) of the one or more inactive cells to gather information from the inactive cell. The information is reported to and received at the telecommunications infrastructure. The information received from the plurality of terminals is processed in a processing system of the telecommunications infrastructure to provide a processing result. The inactive cell is activated when the processing result fulfils at least one activation condition such that at least one of the plurality of terminals is within a coverage area of the activated cell.

    Abstract: The invention relates to cooperation between first and second wireless access networks that can be used to obtain energy reduction for or traffic routing within the overall telecommunications infrastructure while still enabling acceptable network coverage and satisfactory performance by the telecommunications infrastructure as a whole.
