An operational control mechanism is also provided for calculating an optimum angle of the leading-edge flap on the basis of information supplied from the wind-direction sensor and the load sensor, and for operating an actuator for varying the angle of the leading-edge flap so as to attain the calculated optimum angle. The wind-direction sensor is preferably either a hot-wire anemometer or a pressure sensor.
