In some aspects, a method of wireless communication performed by a user equipment (UE) includes: determining a buffer status report (BSR) condition is present based on a condition of an application; determining an uplink grant is not available for the UE to transmit data, related to the application, in a buffer of the UE within a period of time; removing the data from the buffer; resubmitting, to the buffer, at least a portion of the data removed from the buffer; and transmitting, to a base station (BS), at least one of a BSR or a scheduling request (SR) based at least in part on the resubmitting the at least the portion of the data to the buffer. The techniques for measurement configuration selection may allow the device to achieve the benefits of both the high gain external antenna and the lower gain internal antenna(s) depending on the current conditions.
