The central system can generate or reproduce offers from merchants of the predicted categories that are located within a threshold distance from a current location of the individual. The central system can send the generated offers to the mobile device that can display the generated offers in real-time. Other applications can include improving relevance of batch offers and/or real-time offers based on a recent purchase trigger.

    Abstract: Systems and methods are described for determining candidates for handover of wireless devices in a wireless network. A first access node in communication with one or more wireless devices may receive signal information for second access nodes from the wireless devices. A communication link between the first access node and each second access node may be used to transmit second access node network characteristics to the first access node. The first access node may store information about second access nodes in a neighbor relation table. If a removal condition is satisfied, one or more second access nodes may be removed from the first access node neighbor relation table and may be blacklisted. Blacklisted second access nodes may be monitored for improvements in signal information or network characteristics. Improved second access nodes may be removed from the blacklist based on a comparison with threshold values for signal information and network characteristics.

    Abstract: Systems and methods for application signing are disclosed. In some implementations, an application package identifier and a password may be received at an application signing server. Upon authenticating the application package identifier and the password, a fingerprint identifying the developer is received. Upon receipt of the fingerprint, the application signing server generates a secure key for the application based on the fingerprint, where the secure key is provided to the developer for inclusion within the application. Upon determining that the application package identifier and the secure key included in a request from an operating system of a mobile device matches an authorized application package identifier and an authorized secure key stored at the application signing server, the application signing server provides the requested list of the one or more APIs to the operating system to grant the application access to the APIs in the list.

An application requirement, a mobility, and an activity factor associated with wireless devices in communication with a first access node may be used to classify wireless devices. The first access node may then receive signal information and identifiers of second access nodes from the wireless devices. The second access node identifiers may be transmitted in response to a reporting event based on a first signal level of the first access node and second signal levels of the second access nodes. A communication link between the first access node and each second access node may be used to transmit second access node network characteristics to the first access node in order to determine if the second access node is a candidate for handover of wireless devices having classification criteria.
