The composition comprises a first emulsion having a continuous phase comprising the surfactant and an internal phase comprising a second emulsion. The second emulsion has a continuous phase comprising a carrier in which the cosmetic benefit agent is substantially insoluble and an internal phase comprising the cosmetic benefit agent and an emulsifier therefor. The carrier is surfactant-insoluble. By protecting the cosmetic benefit agent enhanced deposition thereof is achieved during use of the composition.
