The consumer is able to be supplied with the three-phase voltage from the wires during a normal operation. The operating device is configured so that: in a normal operation, the first wire is connected to the first phase of the three-phase voltage; and in a safety case, the first wire is separated from the first phase of the three-phase voltage and will be or is connected to the second phase of the three-phase voltage.

One of the phases, thus especially the phase acting as signaling phase, is connected electrically to a first connector element, in particular, the first connector element is provided with a corresponding marking or identification when producing the apparatus.

Each bistable multivibrator has an input for setting and an input for resetting, one of the inputs being connected to a digitizing device for digitizing the positive half-waves of a respective grid phase, the other of the inputs being connected to a digitizing device for digitizing the negative half-waves of a respective grid phase. The effective value of the output voltage of the bistable multivibrator is compared by a comparison device to a threshold value to detect a phase failure.
