A mobile data terminal communicates with a real time traffic data provider and provides the received real time traffic dataset to a demand response scheduling server that determines any impact on the manifest the real time traffic data may have and hence whether a client commitment can be made, or an existing client commitment must be changed, and notifies the client of such client commitment or change.

Communicated data may further be directly acted upon based on the receiving user computing device's knowledge of the transit system and its data.
