    Abstract: Systems and methods of providing V2X communications are generally described. The multimode UE communicates V2X messages with an eNB. The eNB detects whether the UE is able to receive messages from a nearby DSRC RSU based on measurements received from the UE and reported to the eNB. Based on the measurements, the eNB offloads V2X traffic to the DSRC RSU and triggers the UE to start communicating the V2X services from the DSRC RSU rather than the eNB. The measurements are reported in a BSR or DSRC MAC control element or RRC measurement report. The measurement report includes DSRC presence fields, CCH measurements and SCH measurements for each DSRC RSU that the UE is able to detect.

In some embodiments, a user equipment (UE) configured V2X communication and configured to operate within a fifth-generation system (5GS) and/or a combined 5GS and fourth-generation system (4GS) can encode a V2X capability indication in a request message for transmission to a network entity, such as a Access and Mobility Management Function (AMF). The V2X capability indication can indicate a capability of the UE for V2X communication over a PC5 reference point, and the request message can further include an indication of a Radio Access Technology (RAT). In some embodiments, the AMF can determine whether the UE is authorized to use the V2X communications over the PC5 reference point, and whether the UE is authorized to use the RAT indicated in the request message. Accordingly, the AMF can transmit a V2X services authorization to a next generation radio access network (NG-RAN).

The VNFM can send a request to a virtualized infrastructure manager (VIM) for allocating virtual resources for the new VNF instance based on the VNF instantiation information. The VNFM can receive an acknowledgement from the VIM after successful allocation of the virtualized resources for the new VNF instance. In one example, during an initial registration procedure or an attach procedure, a UE includes its fifth generation (5G) V2X capability in a Non Access Stratum (NAS) message to a Mobility Management Entity (MME) or an Access and Mobility Management Function (AMF). The MME or the AMF stores this information and determines whether the UE is capable of or authorized to use V2X communication subscription information received from a Home Subscriber Server (HSS) or a Unified Data Management (UDM). If the UE is authorized, the MME or the AMF includes the V2X services authorized in a message from the MME or the AMF to an Evolved Universal Mobile Telecommunications System Terrestrial Radio Access Network (E-UTRAN) or a Next Generation Radio Access Network (NG RAN).

A geographically-limited, operator-independent mapping table is used that maps between groups of V2X applications each associated with a different application category and a different RAT preferred for the V2X application category. Each grouping is based on fulfillment of one or more KPIs for the associated V2X application category. Multiple RATs are prioritized if able to fulfill the KPIs. The mapping table is modified based on the RATs supported by the V2X UE. Carrier aggregation is used when simultaneous transmission on different RATs is desired.
