    Abstract: A communication device includes: a processor, wherein the processor adds a header corresponding to a second communication rule used by a network to uplink data which is transmitted from a terminal device to a control device to generate uplink transfer data when the communication device does not have a control element which is used for converting the communication rule of the data and corresponds to a first communication rule used by the terminal device; and the processor transmits, through the network, the generated uplink transfer data to a management device which includes the control element, that converts the communication rule of the uplink data in the uplink transfer data from the first communication rule to the second communication rule using the control element, and that transmits the uplink data to the control device.
