Abstract: A system for dispensing and discarding material, the system comprising a supply reel housing, an out-feed opening in the supply reel housing, a take-up reel housing, an in-feed opening in the take-up reel housing, a take-up reel removably and rotatably mounted within the take-up reel housing, a first locking mechanism to prevent movement of the take-up reel, and a first wind-up means on the take-up reel for winding a dispensed length of material on the take-up reel, wherein the supply reel housing and the take-up reel housing are removably coupled to each other and when coupled together, the supply reel housing covers the in-feed opening and the take-up reel housing covers the out-feed opening.
