    Abstract: A method and system for mapping radio measurements and quality parameters to location information within a cell of a wireless telecommunications system. Mobile Stations (MSs) report radio measurements such as downlink Bit-Error-Rate (BER) and downlink Signal Strength (SS) to Base Stations (BSs), which further relay the radio measurements, along with radio quality parameters to a switching node that identifies adds a time stamp and a call identification (or MS identification). The switching node then forwards the radio data to a Radio Network Management node (RNM). For the radio measurements, the RNM requests positioning information from a Positioning Device Equipment (PDE), and associates the positioning information to the radio measurements. For the radio quality parameters, the RNM correlate positioning information using the time stamp and the CallID/MSID.

    Abstract: There is disclosed a system and method for over the air (OTA) activation of a previously activated mobile station in a wireless telecommunications network. During the new activation, an over the air processor requests the data configuration of the mobile station. The mobile station may issue a first challenge to the over the air processor and in so doing transmits a challenge message including certain mobile station parameters to the over the air processor. The over the air processor then communicates this information to the network authentication center which produces a challenge return message from the certain mobile station parameters and sends the challenge return message to the mobile station. The mobile station validates the challenge return message and if validation is successful the mobile station completes the transfer of mobile station data configuration to the over the air processor.

    Abstract: There is disclosed a system and method for over the air (OTA) activation of a mobile station in a wireless telecommunications network. During activation, a network OTA processor requests the data configuration of the mobile station. The mobile station may issue a challenge the OTA processor and in so doing transmits a challenge message including certain mobile station parameters and a code lock indicator to the OTA processor. The OTA activation processor determines if a new or first code lock parameter has been forwarded to the OTA activation processor by the network for the code lock indicator. If so, the OTA activation processor includes the first code lock parameter in a challenge message forwarded to the authentication center for processing a response to be validated by the mobile station. If not, the OTA activator forwards the challenge message to the home location register that has previously stored the code lock parameter.

With respect to data calling services, the DTC message includes information identifying whether the mobile station supports, for example, asynchronous data communication, G3Fax communication, half rate DTC communication, double rate DTC communication, triple rate DTC communication, STU-III, or asymmetrical bandwidth communication. In a preferred implementation, a fast associated control channel (FACCH) of the reverse digital traffic channel is used by the mobile station to communicate the supported calling services information. With knowledge of this capability information, a communications network may engage in selective (i.e., intelligent) paging.

    Abstract: A method of handling SMS messages in a radio telecommunications network when an originating mobile station-based Short Message Entity (MS-SME) sends a SMS origination message while operating in a first Mobile Switching Center (MSC) and then moves into a second MSC before the MS-SME receives a SMS acknowledgement message. The method begins by including a R.sub.-- Transaction ID parameter in the SMS origination message sent over the Digital Traffic Channel (DTC) from the originating MS-SME to the first MSC. If the MS-SME moved back to an anchor MSC, a SMS.sub.-- Transaction ID (SMSTID) parameter is included in an ANSI-41 SMS Delivery Backward (SMDBACK) Invoke message sent from the first MSC to the anchor MSC. The SMSTID parameter utilizes information from the R.sub.-- Transaction ID parameter to enable the MS-SME to correlate a SMS acknowledgement message with the SME origination message.

Inter-exchange messaging is provided for distributing from a second exchange to a first exchange information on the service capabilities supported by a cell serviced by the second exchange. Using the distributed service capability information, the first exchange may identify, in the context of a potential inter-exchange hand-off, whether to request that cells serviced by the second exchange be instructed to make verification signal strength measurements. Furthermore, responsive to received verification signal strength measurement reports, the first exchange screens candidate cells based on the distributed service capability information to select an appropriate target cell served by the second exchange for hand-off.

A service code generator in a serving mobile switching center (MSC) generates a service code that indicates the calling party's service type. The service code is sent in a page from the serving MSC to the mobile station, and includes the service code. An expected service code generator in the called mobile station generates an expected service code that indicates the called mobile station's expected service type. The expected service code is sent in a page response from the mobile station to a border MSC that borders the serving MSC. The border MSC extracts the expected service code and sends it to the serving MSC where it is compared with the calling party's service code. If the service codes match, the call is connected to the mobile station.

    Abstract: In connection with instances of inter-exchange hand-off, certain hand-off related parameters assigned to border cells within a first system area are evaluated and considered by the second system area in making the inter-exchange hand-off. To communicate these hand-off related parameters from the first system area to the second system area, a request for the parameters is transmitted from a mobile switching center serving the second system area to a mobile switching center serving the first system area. Responsive thereto, the mobile switching center for the first system area retrieves and delivers the requested parameters for subsequent second system area mobile switching center processing in connection with making the inter-exchange hand-off determination.
