    Abstract: A method, apparatus, and computer program for managing network connectivity are disclosed. After successfully establishing a radio connection with an access point, a wireless apparatus using the radio connection to access a network beyond the access point is configured to carry out a network connection test. If the network connection test fails, the access point is blacklisted for a determined time period defined by a timer counted in the wireless apparatus.

A bootstrap document is then fetched, and a response is transmitted to the subscriber station. The response includes the bootstrap document and the bootstrap document includes the information for enabling the subscriber station to begin the settings provisioning process.

Information specifying a list of network access providers that may be associated with a home network service provider is received (e.g., the information may be pre-provisioned, or manually configured). The information includes a field that having at least one of the following values: a first value indicating that the network access providers in the list have a higher priority than unlisted network access providers, a second value indicating that the network access providers in the list have equal priority with the unlisted network access providers, or a third value indicating that only the network access providers on the list are to be selected. A network access provider is selected according to the value of the field. This selection process can also be performed for network service providers.

    Abstract: A terminal's home network service provider H-NSP determines that the terminal is connected to an access provider, and sends to the terminal a list of access providers and a list of service providers. The list of access providers indicates the H-NSP's preferences of the listed access providers relative to one another, and the list of service providers indicates the H-NSP's preferences of the listed service providers relative to one another. The terminal receives the list and connects to an access provider and a service provider according to the preferences indicated. Methods, apparatus, and software/hardware/firmware is detailed for implementing these aspects, from the H-NSP, V-NSP and terminal's perspectives. Much additional information is described that may be included in the preference lists according to various embodiments, and the invention is particularly advantageous for use in a WiMAX system.
