Angle plates to which expansion joints and wires are assembled are vertically disposed around the storage tank, tensions of the wires, which are horizontally disposed around the storage tank, are adjusted, and then insulation panels having insulating materials attached thereto are disposed to thermally insulate the storage tank in order to protect a kind of oil that is contained in the storage tank.
