    Abstract: The disclosed techniques provide UL grant in a proactive manner by gNB or disaggregated RAN towards UE for transmission of RRC reestablishment complete message during RRC reestablishment procedure. Under current 3GPP specifications, there are no PUCCH resources available at UE to transmit SR for requesting UL grant to transmit RRC reestablishment complete. The UE must trigger again a RACH process for obtaining a UL grant for transmitting the RRC reestablishment complete message. This results in RAN inefficiency due to additional signaling and higher latency. The ability to transfer RRC signaling messages in DOCSIS transport environment is further impacted due to added latency. Allocating the UE with a proactive grant improves the RRC reestablishment procedure, as well reduces radio network latency in a DOCSIS transport network. This also resolves radio network impacts arising due to a second RACH attempt for sending the RRC reestablishment complete message.
