In one embodiment, the recording medium speed is kept constant over a particular range of dial rotational speeds, while outside this range, the tape speed varies in accordance with the dial rotational speed. In another embodiment, if the value of the count data exceeds a reference value, then these pulses are averaged, and the averaged result is used to determine the speed of the recording medium. If the count data value is less than the reference value, then this count data is used to determine the speed of the recording medium.
