Abstract: A method of calculating a parking fee in a public parking space based on coordinating a transfer of a parking space between vehicles and automatically decreasing the fee accordingly, comprising: creating a command to continuously increase a calculated parking fee for a parked vehicle currently occupying a public parking space, based on duration of the occupying; receiving a message from a client terminal associated with the parked vehicle, the message includes a notification of future departure of the parked vehicle from the public parking space; selecting an arriving vehicle to occupy the public parking space when the parked vehicle is departing, based on an estimated time of the future departure and a current location of the arriving vehicle; and creating a command to halt the increasing of the calculated parking fee before identifying a transfer of the public parking space.

Abstract: The invention is a method for charging a toll for parking with minimal inconvenience for the user, where the user pays a set fee each time the vehicle is sensed occupying a parking location. In one embodiment, the novel method eliminates the need for any hardware inside the vehicle and makes use of standard communication technology systems to improve and simplify user parking along city streets. A method of monitoring parked vehicles to assure compliance with toll parking regulations is also disclosed. A camera device, having optical character recognition capabilities, photographs vehicle indicia and transmits data to, and receives data from, a remote central control unit to ensure vehicle compliance with regulations. The photograph provides confirming evidence should a user dispute billing for parking on a particular date and time.

Abstract: The invention is a method of monitoring and assessing a fee for parking a vehicle in a toll parking location where the user pays only for the actual parking time used. The invention includes providing indicia for a toll parking location and unique indicia for a vehicle to be positioned in that parking location. The user notifies a remote central control unit the location indicia, the vehicle unique indicia, and the start time of parking the vehicle in the location. Later, the user notifies the remote central control unit of the vehicle unique indicia, and the finish time of parking the vehicle in the location. The remote central control unit then assesses a fee to the user for the duration of time the vehicle occupied the parking location. A method of monitoring parked vehicles to assure compliance with toll parking regulations is also disclosed.

Abstract: A time metering device particularly useful as a parking card comprises a time storage device for storing data representing total pre-purchased time; a time measuring device; time selector keys for manually selecting a predetermined time interval; a predetermined interval storage device; and an "off" key. The time metering device further includes an electrical circuit which decrements both the pre-purchased time storage device and the predetermined interval storage device according to the time measured by the time measuring device until the "off" key is operated, and a display which displays the remaining time in the pre-purchased and predetermined-interval storage devices.
