    Abstract: In order to place restrictions on an originating side itself freely selecting an anonymity level on the originating side, a communication establishment device (130), which forms an anonymous communication system, determines whether or not an anonymity level designated by an originating terminal is allowable based on a restrictive condition on anonymity levels, upon receiving from the originating terminal a request for communication connection, in which a destination terminal is designated. When it is determined that the anonymity level is not allowable, the communication establishment device (130) forcibly changes the anonymity level to an allowable anonymity level, and establishes a communication session between the originating terminal and the destination terminal based on the changed anonymity level of the originating terminal.
