    Abstract: A heating element comprises a base material and a heater disposed on the base material, which can be deformed to accommodate a part of the heater. A steering wheel equipped with the heating element is free from surface protrusions caused by the heater. Employment of a linear heater reduces connections between the heater and power supply lines, and a high connecting reliability is obtained. A steering wheel of the present invention comprises the heating element and the power lines, and connections between the heating element and the power lines are disposed in the boss portion of the steering wheel. The steering wheel is further provided with a temperature detector, a temperature detector heater and a temperature controller, and the detector and the detector heater are disposed in the boss portion. Thus a steering wheel with good grip feeling and a good appearance can be provided at a low cost.

The emergency report center transmits a response signal with the result that a call link is formed between the emergency report cellular phone and the emergency report center.     Abstract: To provide a V-type internal combustion engine capable of forming a breather path having a sufficiently large flow path area without enlarging a cylinder block. A 5-cylinder V-type internal combustion engine includes a breather apparatus, a crankshaft having three crankpins and a cylinder block formed with a front bank of three cylinders and a rear bank of two cylinders. Two crankpins disposed at both ends are connected with two connecting rods connected to pistons fitted to cylinder bores formed in the front and the rear banks. A crankpin disposed in the middle is connected only with a connecting rod connected to a piston fitted to a cylinder bore formed at a middle of the front bank and in the rear bank. A breather path of a breather apparatus is formed at a space portion between the two cylinder bores at a position opposed to the cylinder bore in the middle.

    Abstract: A rotatably supported annular tire bead is rotated by drive rollers held in contact with the inner circumferential surface of the bead, and during rotation of the bead a tape is fed and stuck onto the inner circumferential surface of the bead. The opposite side edge portions of this tape extending from this bead are stuck onto the opposite side surfaces of the bead by being pinched from the opposite sides by flange portions of the drive rollers and flange members opposed thereto, subsequently the opposite side edge portions of the tape are folded back onto the outer circumferential surface of the bead by means of scraper members, and thus the bead is perfectly covered by the tape. The above-mentioned flange members are fitted around the drive rollers so as to be slidable in the axial direction, and they are biased to reduce the intervals between the flange members and the flange portions of the drive rollers. Furthermore, there is provided expanding means for expanding the above-mentioned intervals.

    Abstract: A reheat steam turbine power plant having a boiler with a superheater and reheater disposed therein, a high pressure steam turbine, an intermediate pressure steam turbine, a low pressure turbine, and a condenser condensing a steam exhausted through the low pressure turbine to a condensate. A turbine bypass pipe is provided with a bypass valve. A branch pipe branches off a cold reheater pipe between the check valve and the reheater is connected to the condenser for introducing steam flowing through the turbine bypass pipe. A control valve is arranged in the branch pipe and a controller controls the bypass valve and the control valve. When the turbine bypass line is operational in one of a start-up or an auxiliary operation of the power plant, the control valve and the bypass valve are controlled by the controller so that the quantity of reheat steam introduced into the reheater is controlled and excess or surplus steam is discharged to the condenser through the branch pipe.

    Abstract: A frequency determining apparatus discriminates between two different frame frequencies in television signals. A binary counter (4) makes a 1/64 frequency division of a horizontal synchronizing signal outputted from a horizontal synchronizing signal producing circuit (2), and further makes a 1/2 frequency division of the frequency divided output therefrom. A NAND gate (5) is responsive to the 1/64 frequency divided output and the 1/2 frequency divided output from the binary counter to detect the normal frame signal at 60 Hz, thereby to set a D-type flip-flop (8). Another NAND gate (51) is responsive to the signal obtained by inverting the 1/64 frequency divided output from the binary counter (4) and the 1/2 frequency divided signal to detect the normal frame signal at 50 Hz, thereby to set another D-type flip-flop (81). An R-S flip-flop (13) is set by the respective outputs from these D-type flip-flops whereby a desired determined signal is outputted.
