The information storage stores vehicle information of sample vehicles in association with the sample vehicles. The vehicle information is obtained by combining a traveling location or a traveling environment, or both, with vehicle characteristics. The information acquirer acquires vehicle information of a target vehicle and either of both of a first traveling location and a first traveling environment for which vehicle characteristics for the target vehicle are lacking. The vehicle characteristics extractor determines a sample vehicle of which vehicle information matches the vehicle information of the target vehicle and extracts vehicle characteristics of the sample vehicle corresponding to either or both of the first traveling location and the first traveling environment.
