A planar interior wall disposed midway between the first and second ends extends inwardly from the outer tube wall to a center bore for receiving the pipe therethrough. The planar wall defines opposing first and second channels extending from the planar wall to the first and second ends for receiving the adjacent ends of the insulation tubing therein. A U-shaped clamp member having first and second legs straddles the saddle to clamp the tubular member in the pocket of the saddle. The assembly is characterized by a snap together connection for connecting the U-shaped clamp member and the saddle. A second embodiment of the clamp assembly includes a U-shaped clamp member having a first pair of spaced apart legs and a second pair of spaced apart legs forming an axial pocket therebetween for receiving a tubular member.
