A porous layer extends into the space between the housing and the cover from the sidewall at a location adjacent to the air outlet.

A porous layer is disposed on the leeward surface of each of the blades, adjacent to a free end thereof. The porous layer has one side surface attached to the leeward surface and an opposite side surface facing the windward surface of an adjacent blade.

A transmission pipe is connected to an underside of the annular connector. A hollow damper is connected to an outer periphery of the annular connector and an outer periphery of the hollow damper is engaged with an inner periphery of a bottom opening in a lower end of the passage. A top cover seals a top opening of the passage and has a wave-elimination way which communicates with holes in the top cover.

The speed control circuit includes an inputting circuit and a transforming circuit electrically connected with the inputting circuit. The inputting circuit supplies a constant current to the transforming circuit. The transforming circuit transforms the constant current to a fluctuating current and outputs the fluctuating current to the motor of the fan. The fluctuating current causes a rotation with a fluctuating speed to the motor of the fan.
