    Abstract: A combined cycle power plant and heating and cooling system and method for the power plant is disclosed as having a liquid natural gas supply and a vaporizer configured to vaporize the liquid natural gas into natural gas that is supplied to a gas performance heater before entering a combustion section of a gas turbine. A closed cooling water circuit is in fluid communication with at least one power plant component such as a gas turbine inlet heating/cooling coil, a heat recovery heat exchanger, the vaporizer, and mixtures thereof. An open cooling water circuit is in fluid communication with at least one power plant component such as at least one steam turbine condenser, the heat recovery heat exchanger, and mixtures thereof.

    Abstract: A system capable of both increasing warm day output and maintaining compressor operating margin across the ambient and load range of a gas turbine combined cycle installation. The proposed solution takes advantage of the fact that both goals can be satisfied by manipulation of compressor inlet air temperature. Specifically, the system is designed to heat inlet air as may be required to maintain safe compressor operating margin at low ambient air temperatures or when burning dilute fuels. In the alternative, the system is designed to cool inlet air on warm days.

The method also includes utilizing a flow control PID to adjust a drum level control valve, wherein the flow control PID adjusts the drum level control valve in accordance with an output of the drum level PID, a signal representative of steam flow, and a signal representative of drum feedwater flow.

    Abstract: A method for measuring efficiency of a turbine includes operating the power plant at a first load, wherein a gas turbine is operated with a first fuel flow and a first gas turbine inlet air flow, determining a first shaft output at the first load with steam supplied from a heat recovery steam generator (HRSG) to both the first steam turbine inlet and the second steam turbine inlet, maintaining the first gas turbine fuel flow, the first gas turbine inlet air flow, and the first steam turbine inlet steam flow while isolating the second steam turbine from the steam admission flow, determining a second shaft output while the second steam turbine is isolated from the steam admission flow, and determining an expansion efficiency of the second steam turbine based on the first shaft output and the second shaft output and a measured change in second steam turbine admission steam flow.
