    Abstract: The present invention relates to a composition for topical application to human skin comprising by weight: about 0.01% to about 35% salicylic acid, about 0.01% to about 65% solubilizing, agent selected from one or more alkali and alkaline earth hydroxides, alkali and alkaline earth metal salts of organic acids, wherein the solubilizing agent is present in an amount sufficient to solubilize the salicylic acid in the absence of alcohol, a cosmetically acceptable aqueous medium in which the salicylic acid and solubilizing agent are dissolved.
