    Abstract: A user equipment (UE) includes a transceiver and circuitry. The circuitry detects, while in a procedure for transmitting first data in an inactive state, that second data are to be transmitted in a connected state, and determines whether or not there is a transmission opportunity to wait for. When it is determined that there is no transmission opportunity to wait for or the transmission opportunity to wait for is no longer expected to occur, the circuitry initiates a random access channel (RACH) procedure for entering a connected state. When, on the other hand, it is determined that there is the transmission opportunity to wait for and the transmission opportunity occurs, the circuitry controls the transceiver to transmit, using the transmission opportunity, a traffic indication indicating the detection of the second data.

The UE receives the channel occupancy signal during the first time period from the base station and determines that the base station occupies the downlink channel based on the received channel occupancy signal. After determining that the base station occupies the downlink channel, the UE monitors, during a second time period, the downlink channel for downlink control information regarding a downlink transmission to be received by the user equipment. The UE receives the downlink control information during the second time period and receives subsequently the downlink transmission from the base station based on the received downlink control information.

System information for the first radio cell that can be acquired by the UE is carried within the minimum-SI message and one or more additional-SI messages. The minimum-SI message includes system information for accessing the first radio cell and at least one system information index, each of which is associated with one of the additional-SI messages. The SI message index comprises a value tag and an area pointer, the latter pointing to one area already defined.
