The data processing system can compare the replacement value to a slow-leak threshold and to a catastrophic-leak threshold. The apparatus includes at least one tank filled with water, a cage having a perforated pipe arranged closed to a bottom floor of the cage and a pump connected to the pipe for delivery of pressured air through the perforations of the pipe. In use, the cage is loaded with fresh manure and then submerged in the tank of water. The pressured air agitates and aerates the manure and thereby causing aerobic decomposition of the manure. Nutrients in the manure are thereby extracted from the manure and mixed with the water to form a liquid fertilizer.
