The base includes a claw end (40) configured for engaging a ledge projection (58) of a cargo bed (60). The cap includes a post (68, 122) and a cleat (70, 128) which bound a tie engaging recess (104). The cleat (70) also includes an aperture (90) suitable for accepting further ties therein.
