The processor implicitly deactivates the SCell while the CA functionality is enabled by the network by determining that the CA functionality is enabled by the network, determining that the SCell is one of out-of-service (OoS) and effectively OoS when the second network component is reachable by the apparatus and a connection parameter with the second network component is below a predetermined threshold, transmitting a channel quality indicator (CQI) value of zero for the SCell to the first network component to implicitly deactivate the SCell, and utilizing a low power consumption state where monitoring of the SCell is terminated.

The method can further include the wireless communication device modifying a network configured filter coefficient to derive a modified filter coefficient in response to the fading condition of the cell exceeding the threshold over the measurement period. The method can additionally include the wireless communication device filtering the instantaneous measurement samples based on the modified filter coefficient to calculate a filtered measurement of the cell. The method can also include the wireless communication device calculating an adjusted measurement value for the cell based on the filtered measurement.

The second standard may require a higher transmission rate for packet-switched data than the first standard. While camping on the first cell, the user equipment makes measurements of received power from the second cell. A reselection timer is started when a measurement is detected that is sufficiently strong. In response to an access state transition to a non-active protocol state (such as UMTS-PCH), the UE saves the timer value. When data becomes available for transmission, an additional measurement is made on the second cell, and reselection to the second cell may be performed immediately if the additional measurement and the saved timer value pass one or more reselection criteria.

    Abstract: A user equipment (UE) configured to connect to a network and operate in a carrier aggregation mode and a single carrier mode performs methods to select optimal component carriers. The methods include determining that a primary component carrier is operating less optimally than a secondary component carrier, sending an indication to the network that the primary component carrier is operating less optimally than the secondary component carrier, acquiring the secondary component carrier as a target primary component carrier and operating with the secondary component carrier as the target primary carrier component. In one exemplary embodiment, the indication is declaring a radio link failure (“RLF”) between the UE and the network. In another exemplary embodiment, the indication is a measurement report send to the network that triggers a handover procedure for the UE.
