    Abstract: A prevention system is provided for disallowing trash from entering a catch basin during a dry season, and employing an apparatus attached to the opening of a storm drain and having a plate movable between open and closed positions, and operated by an insert placed inside the storm drain catch basin, a water filtering replaceable bag or bags placed in the insert, and a water receiving canister below the bag or bags. Contaminants are removed from water that is used to impose weight to open the plate and then discharged.
