The first set users may include a subset of users that are associated with the first and second base station. The method may further include selecting a user from among the first set of users based on the calculated metrics.

    Abstract: A system and method for notifying the calling party of acknowledgment of the missed calls by the called party is disclosed. The called party and the calling party can subscribe for the notification service to enable charging for the service. When the calling party initiates a call to the called party it may result in a missed call as the called party may be out of coverage area or busy. When the called party views the record of the missed call a notification is generated on the wireless device by the application on the wireless device of the called party. The notification is then sent to the calling party. The acknowledgement notification may be sent directly to the calling party or via an application server.

A method for providing reference timing to a BTS, the method comprising of the BTS sending a message to a network controller via a station, wherein the message requests for round trip delay time incurred by the message; the BTS estimating a timing offset from a response and determining the correction to be made to the reference timing using the timing offset due to the one way delay from the station transmitting the pilot signal, the actual PN offset at which the station transmits the pilot signal and the actual offset at which the pilot signal is received at the BTS; and the BTS making the correction to the reference timing.

The system for handing over a first mobile station between cells includes a small cell and a macro cell. The system includes a small cell gateway configured to serve a plurality of small cells. At least one of the plurality of small cells is a restricted small cell that restricts access to a limited number of mobile stations. The small cell gateway is configured to receive access information for the restricted small cell. The small cell gateway is configured to select a small cell among the plurality of small cells for serving the first mobile station in response to a handover request from a macro base station associated with the macro cell. The small cell gateway does not select the restricted small cell if the first mobile station is not included in the access information.

    Abstract: Dynamic reorganization of cell structures in wireless networks. The present invention relates to wireless communications and, more particularly, to energy usage of wireless equipments in wireless communications. Currently there are mechanisms in use that can selectively turn of carriers in a BTS depending on the traffic load. But due to the fixed costs of operating the base station even when there are no active users, turning off entire BTS will give more energy savings than simply reducing capacity by turning off carriers at low load. Embodiments herein detect a change in demand on the network and re-organize the cellular network by selectively turning off BTSs and appropriately increasing the coverage area of other BTSs, and arrive at a configuration that optimizes the energy consumption of the cellular network as a whole.

    Abstract: In one embodiment, the method includes encrypting, at a device, data with a first key, and forming a message that includes a device identifier and the encrypted data. The device identifier identifies the device. A signaling message is formed that includes a class identifier, the message and an action code. The class identifier identifies a group of devices to which one or more devices belong. The action code indicates the type of data, and may be part of the message. The signaling message is sent to a network, for example, a wireless network. The wireless network identifies and routes the message portion of the signaling message based on the class identifier. And, using the class identifier and perhaps a device identifier, the wireless network may signal the device to change an operating parameter.
