Abstract: A program management device including a communication unit that communicates with an external device, a control unit that executes a vehicle control program for controlling the vehicle, a first memory where the vehicle control program is stored, a second memory where the vehicle control program is stored, a third memory where an irrespective program is stored to perform control that is irrespective of driving of the vehicle, and a program update unit that executes first processing of storing in at least one of the first memory and the second memory a vehicle control update program received by the communication unit, the vehicle control update program being used to update the vehicle control program, and second processing of storing in the third memory a non-control update program received by the communication unit, the non-control update program being used to update the irrespective program.

The update processing unit executes processing of storing, in the second storage unit, the irrespective program stored in the irrespective program storage area, and subsequently executes processing of storing the irrespective program in the irrespective program storage area based on the irrespective update program stored in the second storage unit.

Abstract: A vehicle control device includes a controller with embedded software which controls at least some of devices mounted in the vehicle, a communicator configured to communicate with an external device, an update controller which updates the software embedded in the controller according to communication with the external device by the communicator, a power supply configured to supply power to the controller, and a vehicle state predictor configured to predict a state of the vehicle, in which the update controller interrupts an update of the software when the vehicle state predictor predicts that a connection between the power supply and the controller is in a disconnected state during the update of the software.
