    Abstract: An image processing apparatus is configured for compressing image data by combining spatial frequency conversion, quantization, and entropy coding. The apparatus includes a block division section, a spatial frequency conversion section, a quantization section, an encoding section, and a selection section. The encoding section generates code data by performing the entropy coding for each of a plurality of change candidate values. The values include a value of quantized data in a pixel block after performing the spatial frequency conversion and peripheral values within a predetermined range. The selection section selects a change value of the quantized data from the plurality of change candidate values based on a size of the code data of each of the plurality of change candidate values, and sets the code data corresponding to the selected change value as the code data.

An image compressing/decoding unit calculates code amounts of the respective encoded bit planes and successively adds the code amounts of the respective bit planes in decreasing order from that of the bit plane of the most significant bit to such an extent that the sum does not exceed a limited code amount. Then, the image compressing/decoding unit selects the bit planes with highest degrees of coincidence by comparing the bit planes other those whose code amounts were added to such an extent that the sum does not exceed the limited code amount and the respective pattern data stored in the pattern data storage and replaces the bit planes by the selected pattern data.

The storage unit stores theoretical values of reflectivity distributions of respective film thicknesses and theoretical values of color characteristic variables of the respective film thicknesses. The processor finds the thickness of the film of the plane to be measured from the reflectivity distribution measured by the spectroscopic sensor by using the theoretical values of the reflectivity distributions of the respective film thicknesses or the theoretical values of the color characteristic variables of the respective film thicknesses stored in the storage unit.
