    Abstract: Web to be formed into wrapping paper is applied with combustion inhibitor and then dried. Water is applied onto the entire surface of the opposite side to the combustion-inhibitor applied side of the web. The web applied with water is dried while pinched between drying and pressing rollers and stretched in a width direction. In this way, unwrinkled high-quality cigarette wrapping paper having a low ignition propensity can be stably and inexpensively manufactured. As the pressing roller, a heat-resistant rubber roller provided in its surface with a soft portion in a helical way is utilized.

The rotary screen (4) intermittently applies a liquid burning inhibitor onto one side of the web (W) to form a number of band layers (B) arranged at predetermined intervals in a travelling direction of the web (W), and the gravure roller (6) applies water onto the other side of the web (W) to form wet bands (A) arranged alternately with the band layers (B) in the traveling direction of the web (W).

The inspecting device comprises a light source (10) for casting ultraviolet light onto a flavoring-material application surface of cigarette wrapping paper on which a flavoring material with a fluorescent substance added or containing a fluorescent substance is applied, a camera (20) for obtaining an image of the flavoring-material application surface from fluorescence radiated due to the ultraviolet light, and an image processing means (30) for detecting an area of a fluorescence irradiation region in an image for inspection obtained by digitizing the image obtained by the camera and determining an applying state of the flavoring material applied on the cigarette wrapping paper, from the area of the fluorescence irradiation region.

The packing 18a includes a hole 18c positioned to coincide with the center of the end face against the packing, an inner circular area 18f surrounding the hole 18c, and an outer circular area 18g surrounding the inner circular area 18f. The outer circular area 18g is elastically deformed more easily than the inner circular area 18f and is brought into tight contact with the outer circumferential edge of the end face pressed against the packing.
