    Abstract: There is provided a signal processing device including: a packet receiving means for receiving a packet from a transmitting communication device; and a packet processing means for transmitting the received packet received by the packet receiving means, simply as received or after processing by a packet converting means, to a receiving communication device that is a destination of the packet, wherein when a communication session between a first transmitting communication device and the receiving communication device is established and the session is shifted to have a connection between a second transmitting communication device and the receiving communication device, the packet converting means converts the received packet received from the second transmitting communication device so as to maintain a consecutiveness related to a content of packets to be transmitted to the receiving communication device.

The packet processor can reduce the amount of communication between modules even when the packet processor includes plural modules.

The SIP server causes the communication media standard and information used for communication to be stored in an information memory. The media converter includes input/output interfaces, a controller, a media converter circuit and a data switcher. The interfaces verify whether or not the received data is media data, the media converter circuit converts the communication media standard of received media data received from the source CTD to a communication media standard of the destination CTD.

At each node 120, if the active program executed by itself has normally ended, records this normal ending in the control-subject address table of the active program AP and also, based on this control-subject address table, transmits the active program to such a node 120 in the control-subject group that has not executed that program yet. If the active program AP has abended, on the other hand, it records this abending in the control-subject address table of the active program AP and also transmits the active program AP to the EMS110, thus suspending the control processing.
