The fresh surface provides for improved removal of the liquid from, or improved treatment of the liquid on, the target surface. Additionally a sheet may comprise a prewetted substrate to apply the liquid to the target surface. One or both of the sheets may be disposed in a cartridge insertable to and removable from the device.
