This is accomplished by the virtual bottleneck queue including a storage capacity or length less than that of a queue utilized by the edge router. A traffic manager or scheduler controlling the virtual bottleneck dynamically adjusts the virtual bottleneck based on the bandwidth required for time-critical packets to ensure sufficient bandwidth is available for those packets.
