    Abstract: The present invention discloses a method whereby the separate protocols: session initiation protocol SIP. resource reservation protocol RSVP. common open policy service COPS. and open settlement protocol OSP are used together to setup. maintain. and teardown Internet communications having an acceptable QoS. This process is accomplished by dynamically establishing RSVP policy based on SIP telephony requests to provide IP communications with QoS across the Internet. The QoS policy is installed in network elements at the request of the network elements. The network elements receive a RSVP PATH or RESV request and queries the policy server; the policy server queries a Local database about ID and services for the user and a clearinghouse server (if available) or a policy server in a corresponding network; upon positive acknowledgement from the local database and/or the clearinghouse server.

The method includes generating an input ATM setup message at the calling party CPE that includes a VToA designator and a called party phone number, extracting information from the input ATM setup message such as the VToA designator and the called party phone number, analyzing the information, designating an ATM address of a called party CPE to be stored in the first parameter of an output ATM setup message, determining if private address translation is needed, designating the ATM address of the called party CPE to be stored in a first instance of the second parameter of the output ATM setup message, designating an ATM address of an egress ATM edge switch to be stored in the first parameter of the output ATM setup message, and generating an output ATM setup message.

    Abstract: An intelligent policy server system and method for providing multiple service features and for controlling bandwidth usage in an ATM network. Signaling messages generated at the user-network interface (i.e., an edge switch) prior to establishing an end-to-end switched virtual circuit are intercepted by a signaling intercept processor for effectuating policy features or permissions by executing appropriate service logic at the policy server associated with the edge switch. A return message from the policy server determines whether a call connection can be made through the network or not. Profile arrays are provided which define feature authorizations and provisioning for subscribers and Customer Logical Ports served by the edge switches. Depending on the triggers associated with a signaling message received in the edge switch, a particular feature is invoked and executed by the policy server.

    Abstract: A method and apparatus for validating a terminal for access to a network that includes a central office having a memory for storing an equipment identity record and a local office having a memory for storing a subscriber record and an access count. The equipment identity record and the subscriber record each store an access authorization status of the terminal. Network access for the terminal is requested at the local office and a value of the access count at the local office is incremented when the value of the access count is less than a predetermined number. The access status of the terminal stored in the equipment identity record at the central office is requested by the local office when the terminal requests access for the first time or the value of the access count equals the predetermined number. The access authorization status of the terminal stored in the equipment identity record is sent to the local office in response to the request.

    Abstract: The method and apparatus for completing calls to mobile stations in a mobile radio communications network provides efficient routing of calls, reduced utilization of system resources, and consistent services to a mobile station wherever located. The invention includes a national home location register (HLR) with a wireless enhanced services platform (WESP) with integrated voice mail/audio response capability. Calls to and from mobile subscribers are delivered to the WESP. The WESP interacts with the national HLR to provide consistent mobile services as well as enhanced services such as information collection and validation prior to call completion. When a call to a mobile station is placed, the call is directed to the WESP which transmits the identity of the mobile station to the national HLR.

    Abstract: A system and method for improving database system reliability and availability and ensuring database consistency in multiple network database system sites, for example, home location register (HLR) sites of a wireless telecommunications network. There are a plurality of database system sites, each of which contains at least one complete copy of the entire database. The database is partitioned into multiple partitions, with each partition serviced by multiple database system sites with differing priority. The highest priority database system site which is available for each partition provides access and update service to the partition. In addition, the serving database system site sends update messages to the other database system sites, so that all copies of the partition are consistent. Update messages are sent on a deferred basis, so as to even out message traffic on the network.

    Abstract: A call directed to a mobile telephone station from a public switch telephone network is received in a mobile services switching center of a mobile telephone network. An attempt is made to locate the profile of the mobile telephone station in a visitor location register. If the mobile telephone profile is not found in the visitor location register, a query message is sent to a home location register requesting routing information for the call. The profile has an HLR query flag for indicating whether the home location register should be queried. If the profile of the mobile telephone station is found in the visitor location register, the status of the HLR query flag is checked. If the HLR query flag is set to yes, a query message is sent to a home location register requesting routing information for the call. If the HLR query flag is set to no, the call to the mobile telephone station is completed using the profile in the visitor location register.
