The second communication control device specifies a combination of radio devices and a combination of operators that maximize a value of change in a case where each operator changes the used bands of the radio devices and instructs the first communication control devices corresponding to the operators of the specified combination to increase and reduce the used bands of the radio devices of the specified combination.
