The secondary particles each contain aluminum atoms, and the content of the aluminum atoms is larger in a portion near the surface of each of the secondary particles than in a portion near the center of each of the secondary particles.

Thus, it is possible to produce a swirl equivalent to that produced by changing of the lift amount, to provide a reduction in consumed electric power and to achieve a reliable engine operation, e.g., starting.
